With extensive experience and direct involvement in complex and sophisticated construction law and multi-state litigation, Bart focuses his practice on handling many different construction-related disputes, representing contractors, subcontractors, design professionals, and sureties in diverse construction matters on both private and government projects. More specifically, Bart has experience in handling a wide range of issues impacting construction clients, including issues of contract formation, non-payment and surety claims (mechanic's and materialman's liens and payment bond (Miller Act and "Little Miller") claims), design disputes, construction defect cases, as well as scheduling issues in the defense and prosecution of delay, impact and labor inefficiency claims.
Born and raised in Atlanta, Bart devotes the predominate portion of his practice to the areas of construction law and litigation, including the representation of contractors, subcontractors, owners, developers, design professionals and sureties in the context of both public and private construction. He has successfully handled numerous different construction-related matters in both state and federal courts in many states across the country, as well as in Alternative Dispute Resolution (ADR) forums, such as arbitration and mediation. In addition, Mr. Reed is particularly experienced in the area of Georgia Mechanic's and Materialmen's Lien Law and has authored for use at seminars and by clients a "Quick Reference Guide to Georgia Materialmen's Lien Law."
He received his Bachelor of Arts Degree in English from the University of Georgia in 1996 and received his Juris Doctor Degree from Mercer University School of Law in 2000. While attending the University of Georgia, Mr. Reed studied English Literature at Oxford University in Oxford, England for which he received high honors and induction into an international honor society.
Recently, Bart has achieved designation as a Leadership in Energy & Environmental Design Accredited Professional (LEED AP) by the U.S. Green Building Council (USGBC). As a LEED AP, Bart is among a select group of practicing construction attorneys in Georgia and the nation holding this level of accreditation, according to the USGBC online directory. For a practicing construction attorney, the LEED AP designation will afford clients with the unique opportunity to obtain guidance and perspective as they navigate the new requirements now established by the LEED certification process, which has quickly grown as the accepted benchmark for sustainable building practices. Expertise in this arena will offer contractors, subcontractors and suppliers venturing into this developing arena important information regarding the legal and contractual issues which must be identified, evaluated and closely monitored in hopes of minimizing liability risks, maximizing contractual monetary entitlement and achieving the desired level of green building certification.
